A Jamaican-born public servant has reached a new milestone in South Florida. Latoya S. Clarke, a longtime City of Sunrise commissioner, has been elevated to the role of Assistant Deputy Mayor. Her appointment places her in the city’s leadership at a moment that reflects steady public service, community work, and growing representation in local government.
Clarke’s elevation was announced by the City of Sunrise in early December 2025 as part of its annual leadership updates. She now serves alongside Deputy Mayor Jacqueline A. Guzman, marking a leadership term that reflects the city’s diverse population. Clarke represents Seat A on the Sunrise City Commission and continues her work in city governance while taking on added duties tied to her new role.
From Jamaica to Sunrise
Latoya Clarke was born in Jamaica and moved to the United States at the age of 14. She was raised in Fort Lauderdale and later settled in Sunrise, a city she has served for more than a decade. Her early years in South Florida helped shape her connection to the local community and its needs.
She attended Piper High School in Sunrise, where she completed her secondary education. Her academic path continued at Florida Atlantic University, where she earned a Bachelor of Arts degree. Clarke later completed a Master of Science degree at Nova Southeastern University’s Shepard Broad College of Law. Her education supported a career that combines business skills with public service.
Career in Healthcare and Business
Before entering elected office, Clarke built a long career in the healthcare industry. She has more than 20 years of experience in business operations within healthcare systems. Her work focused on managing hospital centers, improving service delivery, and controlling costs.
This professional background has informed her approach to city leadership. Her experience managing teams and complex operations has been part of her contribution to city discussions on planning, services, and efficiency.
In 2015, Clarke also founded Simply Living Management. The company provides services related to budgeting, estate planning, real estate transactions, and property management. The business reflects her interest in helping families plan, manage resources, and build stability.

Deep Roots in Community Service
Clarke’s public service in Sunrise began well before her election to the City Commission. In 2009, she started volunteering with the East Sunrise Residents Association, also known as ESRA. Over time, she took on greater responsibility and became president of the group in 2019.
Through ESRA, Clarke helped organize and support city activities such as the July 4th Parade, Tunes ‘N Trucks, National Night Out, the Adopt-a-Street Program, and community fairs. These efforts focused on resident involvement and neighborhood connection.
She has also served on the Sunrise Board of Adjustment, where members review zoning and development matters. In addition, Clarke completed several city training programs, including the Sunrise Residents Academy, the Community Police Academy, and the Sunrise Small Business Academy. These programs are designed to help residents better understand city operations.
Role as Assistant Deputy Mayor
As Assistant Deputy Mayor, Clarke takes on added responsibilities while continuing to represent her commission seat. The role supports the Mayor and Deputy Mayor in leading meetings, representing the city at events, and helping guide policy discussions.
Her appointment places her in a historic position. During this leadership term, both the Deputy Mayor and Assistant Deputy Mayor roles are held by women. Clarke is the first Black woman of Jamaican background to serve in this position in Sunrise at the same time as the city’s first Latina Deputy Mayor.
The moment was recognized widely on social media, where city leaders highlighted the shared commitment to service, representation, and community responsibility during the current term, which runs through November 2026.

Work Beyond the City Level
Clarke’s service extends beyond Sunrise. She was recently appointed to the Broward County Community Action Agency Advisory Board. The board advises county leaders on programs that support low-income residents and families facing hardship.
She is also involved with the Florida Black Caucus of Local Elected Officials and participates in the Women in Municipal Government group within the National League of Cities. These roles connect her with local leaders across Florida and the United States.
In addition, Clarke supports faith-based and nonprofit groups, including the International Pentecostal City Mission Church and City Mission Family Outreach, Inc. Her involvement reflects a focus on service, outreach, and support for families.
Family and Public Service
Clarke is married and has shared that family support plays an important role in her public life. While balancing professional, civic, and personal responsibilities, she continues to focus on steady service rather than public attention.
As Assistant Deputy Mayor, she has stated her goal of supporting unity, growth, and opportunity for all residents of Sunrise. Her work continues alongside Mayor Michael J. Ryan, Deputy Mayor Jacqueline A. Guzman, and fellow commissioners.
Her elevation adds a new chapter to a public service record rooted in community work, local involvement, and long-term commitment to the city she calls home.
